When the Webcam Will Not Start

Cameras fail on permissions and exclusive access far more often than on hardware.

At a glance

  • →Only one application can hold the camera at a time.
  • →Permissions apply at both system and site level.
  • →The camera light tells you which half is failing.

A camera can only be used by one application at a time on most systems. If a video call app is still running in the background, the next app to ask gets nothing.

Permission layers add a second gate. The system grants camera access per application, and a browser then grants it again per website. Either can be off.

Hardware controls are the simplest cause and the easiest to miss: a physical shutter, a function key, or a switch on the laptop edge.

A black image with the camera light on means access succeeded but the sensor is blocked — a very different problem from an error saying no camera was found.

Common causes

  • Another application holding exclusive camera access
  • System-level camera permission turned off for the app
  • A site-level permission denied in the browser
  • A physical privacy shutter closed over the lens
  • A disabled camera device after a driver update

Troubleshooting tips

  1. 1Close every app that might hold the camera, then retry.
  2. 2Check system permissions and browser site permissions separately.
  3. 3Look for a physical shutter or function-key toggle.
  4. 4Note whether the camera light comes on at all.
  5. 5Test in a second app to separate app from device.

Key takeaways

  • • Only one application can hold the camera at a time.
  • • Permissions apply at both system and site level.
  • • The camera light tells you which half is failing.
